Continental Airlines believes that the inclusion of POA equipped aircraft would allow more realistic trials
of DCL data comm. performance. Any POA latency can be assessed in the trials and if necessary, a
sunset date for the use of POA in conducting DCL and other datacomm operations can be established.

may cause costs to equip and participate in DCL trials to be prohibitive for these aircraft. An exemption
from data link recording requirement would help justify costs for aircraft equipage.
